The Handy Cross Package in the context of Government Policy

In accordance with the requirements of ‘A New Deal for Trunk Roads in England’ this study has looked at multi-modal solutions to the congestion problems at the Handy Cross junction. A package of measures was developed focusing on integrating Handy Cross with the Wycombe Transport Strategy. The package was taken to consultation in October and November 1999. An integrated package of measures has been produced and a series of actions identified.

Schemes to be Implemented in the Short-Term

Schemes identified as ‘short-term’ measures were undertaken by the Highways Agency in 2000 - 2001. These included improvements to:

  • the circulatory carriageway to maximise existing capacity;
  • the lane markings to improve lane discipline;
  • the UTC and CCTV system to enable interactive alterations to the traffic signals to be undertaken from a control room;
  • the signing of the junction approaches and on the roundabout, and
  • the pedestrian facilities.

Schemes to Segregate Long Distance and Local Traffic

A number of highway improvements were identified to improve capacity and to segregate long distance traffic from local traffic at Handy Cross.

Schemes to be Carried Forward by the Local Authorities

Many of the traffic reduction measures involve awareness campaigns and school and business travel initiatives supported by Wycombe District Council and Buckinghamshire County Council. These include:

The local authorities were also investigating proposals for siting a parking/coachway facility on land to the south of the M40 at Handy Cross
